Francis Chavwuko Okoro, a Paul Haris Fellow (PHF) is chartered accountant by profession. He qualified as a chartered accountant in 2007 after passing the qualifying examinations of the Institute of Chartered Accountant of Nigeria(ICAN). Rotn Francis is an Associate Member of the Association of Chartered Certified Accountants of UK (ACCA 2015) and Chartered Institute of Taxation (CITN 2016). He was elected as a Fellow of the Institute of Chartered Accountants of Nigeria (ICAN) in 2016.
Rotn. Francis who joined Rotary in 2009, obtained a B.Sc in Apllied Accounting from Oxford Brookes University, United Kingdom in 2010 and a Masters in Business Administration (MBA) from the Ahmadu Bello University (ABU) Zaria, KAduna state in 2018.
Rotn. Francis is currently the President Elect of the Rotary Club of Warri in Delta State and Vice Chairman of Warri and District Society of the Institute of Chartered Accountants of Nigeria (ICAN).
Rotn. Francis is currently the Principal Partner, F.C Okoro & Co. (Chartered Accountants), a member firm of Afflica International, an alliance of independent firms of Accountants, Auditors, Lawyers,Tax Experts and Business Consultants who refer their clients out of country work to each other. Afflica International is based in the UK. The firm renders audit, tax and advisory services.
He is a SAGE PASTEL certified in the use of computerized accounting packages and also has an ACCA certificate in IFRS.
Mr. Okoro has over 10 years broad experience in accountancy, taxation, management consultancy, audit and Information Technology (IT) had worked in the following places:

- Senior Accountant, Rhokyn International Nigeria Limited, Warri, Delta State. (2006 – 2008)
- Audit Senior and later Audit Manager, Felix Ogbodu & Co. (Chartered Accountants), Warri, Delta State. (2008 -2010)
- Audit Manager, Modeme Benson & Co. (Chartered Accountants), Warri, Delta State. (2010 -2015)
- Managing Consultant, Esooz Multeventurez (Tax consultants to Delta State Board of Internal Revenue), Warri, Delta State. (2012 – 2015)

- Manager in charge of numerous audit assignments which cut across non-governmental organizations (NGOs), microfinance banks, merchandising, information technology, hotels, hospitals, oil and gas, manufacturing etc.
